Capital Infotech Pty Ltd is an ACT-based technology and IT recruitment firm establishing a dedicated IT product and engineering capability. We are investing in the development of innovative, secure systems solutions for Australian organisations—particularly those operating in regulated sectors (e.g., financial services and healthcare). Our initial product focus is on trustworthy automation, secure‑by‑default architecture, identity and access management, audit‑ready data pipelines, and explainable analytics aligned to Australian regulatory frameworks (e.g., AUSTRAC, OAIC, ACSC Essential Eight). The ICT Systems Analyst appointment will help build our foundational platforms, consolidate internal legacy tools, automate core workflows, and uplift compliance documentation to position the company for potential client delivery and market readiness.
Operational Context
This role is essential to deliver internal capability milestones, including identity and access management rollout; secure logging and monitoring with audit trails; reproducible data pipelines for recruitment operations; threat modelling and incident response playbooks; and audit‑ready documentation aligned to AUSTRAC/ACSC guidance to support market readiness.
Role Purpose
As an ICT Systems Analyst, you will:
Partner with internal stakeholders to elicit and document business requirements across recruitment operations and greenfield IT product initiatives.
Analyse current internal systems and processes, design improvements, and prepare clear functional and technical specifications to guide build.
Lead foundational systems integration and data pipeline development (from ingestion to dashboards), embedding control effectiveness, auditability, and secure‑by‑default configurations.
Coordinate vendor and service provider engagement to evaluate solutions; develop and execute test plans and acceptance criteria for internal releases.
Design and support transaction monitoring and anomaly detection features suited to regulated environments, with explainability and drift tracking built in.
Strengthen operational resilience through threat modelling, secure SDLC practices, and incident response playbooks tailored to our emerging platform.
Develop and maintain documentation (functional specs, test plans, SOPs) and deliver end‑user training; provide post‑implementation support for internal releases.
Key Responsibilities
Requirements and design: requirements gathering, process mapping, specification development for internal platforms and workflows.
Systems integration: IAM, policy enforcement, logging and monitoring; reproducible ETL/ELT pipelines from internal data sources to analytics layers.
Secure architecture and controls: access management, vulnerability management, patching cadence, audit trails; secure configuration as default posture.
Transaction monitoring and analytics: rare‑event detection, explainable features (e.g., SHAP/LIME), performance and drift tracking, and cost‑aware monitoring frameworks.
Testing and acceptance: test case design, UAT coordination with internal stakeholders, deployment plans, and post‑implementation support.
Compliance alignment: align features and controls to AUSTRAC/ACSC/ISO‑27001‑style requirements; produce audit‑ready documentation to support market readiness and internal governance.
Stakeholder engagement: clear, structured communication with leadership and recruiters; prepare client‑facing documentation templates for future delivery.
Preferred Skills and Experience
Security and systems: network segmentation, firewall policies, VPN/IAM, logging/monitoring, incident response, secure configuration.
Data/AI: anomaly detection, synthetic data, imbalanced learning, feature governance; familiarity with transaction monitoring use cases.
Engineering: Python/Java/C++; CI/CD basics, experiment tracking, cloud (e.g., Azure) security baseline.
XAI and model risk: practical experience with SHAP/LIME; comfort with metrics [precision, recall, F1, AUC] and cost‑aware monitoring.
Compliance Familiarity with AUSTRAC guidance and transaction monitoring patterns in regulated environments; privacy/security practices; and control mapping for audit‑readiness.
Communication: ability to produce clear operational documentation and deliver training.
Business analysis: experience with specification writing and standard notations (e.g., BPMN/UML) and related tools.
Minimum Qualifications
Bachelor’s degree in Information Technology, Information Systems, Computer Science, or equivalent; and
At least 4 years of relevant ICT systems analysis experience or equivalent demonstrated competency.
Selection Criteria
Demonstrated experience in ICT systems analysis, secure process automation, and systems integration in small‑to‑mid environments.
Evidence of transaction monitoring/anomaly detection projects with explainability and model risk considerations.
Experience mapping controls to AUSTRAC/ACSC guidance and documenting testable, audit‑ready processes.
Strong programming/scripting and data pipeline skills; reproducible research‑to‑production handover.
Excellent stakeholder communication, including training and post‑implementation support.
