The Application Developer is responsible for analyzing functional business application requirements and translating them into effective, scalable software solutions. This role leads the design, development, testing, and optimization of complex software systems that support key business functions, including finance, accounting, personnel, manpower, logistics, and contracts. The Developer also provides technical direction to development teams to ensure quality, efficiency, and on-time delivery. US Citizenship is required, and the candidate must be able to obtain and maintain a Department of Homeland Security (DHS) Entrance on Duty (EOD) clearance and fitness determination. This is a remote position.
Functional ResponsibilitiesAnalyze functional business application requirements and system design specifications across multiple operational domains, including finance, accounting, personnel, manpower, logistics, and contracts.
Design system architecture by developing block diagrams, logic flow charts, and detailed technical specifications.
Translate approved designs into high-quality computer software solutions.
Test, debug, refine, and validate software to ensure it meets functional, performance, and quality requirements.
Enhance and optimize software applications to improve operational efficiency, reduce processing time, and support evolving business needs.
Prepare and maintain comprehensive documentation, including program-level and user-level documentation.
Provide technical leadership and direction to programmers and development teams to ensure adherence to design standards and project timelines.
Support application lifecycle activities, including system upgrades, maintenance, and enhancements.
Apply best practices in information systems design, application development, and database management.
Ability to communicate complex technical concepts to both technical and non-technical stakeholders.
Required QualificationsBachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
Minimum of 10 years of professional experience in information systems design and application development.
Must be able to obtain and maintain DHS EOD and fitness determination. DHS EOD requires U.S. Citizenship.
Demonstrated experience with application programming on large-scale Database Management Systems (DBMS).
Proven ability to develop complex software solutions that meet detailed design objectives.
Strong understanding of system architecture, software development lifecycle (SDLC), and technical documentation standards.
Experience leading or mentoring developers and providing technical guidance.
Strong problem-solving and analytical skills.

CompensationThe annual starting range for this position is $150,000 to $160,000. Factors which may affect starting pay within this range may include geography/market, skills, education, experience, and other qualifications of successful candidates.
