Job Summary

The National Waste Collection Permit Office (NWCPO) was established in 2012 as a shared service, within the Environment Directorate in Offaly County Council. The offices primary function is the processing of applications for waste collection permits in accordance with the Waste Management Act, 1996 and the Waste Management (Collection Permit) Regulations, 2007 as amended.

The NWCPO hosts the waste collection permit register, a national waste facilities register and a waste data reporting system for both. The data gathered by the NWCPO is used for enforcement purposes as well as local, regional and national reporting.

The role of the NWCPO evolves with changes in waste policy and legislation.

The NWCPO’s Information Communications Technology (ICT) and Data Team, provides a wide range of ICT services to the NWCPO. Due to the dynamic nature of ICT and the changing business requirements within the Council, all ICT posts require a flexibility to work within a variety of IT roles.

The Information Systems Analyst Developer (ISAD) is a senior post within the department. The position will encompass the duties of Systems, Network and Database administration. The successful applicant will work closely with the IS Project Leader in leading the planning, development, control and maintenance of the NWCPO’s ICT. The ISAD will also be expected to contribute to the development and implementation of ICT policies and strategies within the Office and work closely with staff, external agencies, service providers and relevant stakeholders to deliver services to the highest standard. The ideal candidate must therefore be a highly motivated person, with a strong sense of commitment to delivering quality public services, willing to take on a challenge.

The nature of the post requires flexibility regarding working hours which may entail being available to work during unsocial hours including weekends. Information Systems Analyst Developer (ISAD) will be required to work as part of a multi-disciplinary team within the NWCPO to maintain key systems in-house, to enhance the service provided by the office. These systems include, but are not limited to:

Online application forms,

Online payments,

Application tracking systems,

Stakeholder notification and communication systems,

Websites,

Portals for stakeholder access to specified information,

Data importing and sharing systems

Waste data validation systems

Data reporting systems
