This critical role will oversee integrated delivery across multiple cybersecurity and privacy\-focused tasks, ensuring alignment with CMS risk management priorities, enterprise frameworks, and compliance requirements. The Program Manager will serve as the primary RELI point of contact for Task Order delivery, managing cross\-functional teams supporting governance, cybersecurity, forensic analysis, and leadership reporting.Responsibilities:* Lead overall execution and oversight of ISPS Task 7 (Risk Strategy \& Standards), Task 8 (Cybersecurity Support), and Task 9 (Forensics \& Incident Response) in alignment with CMS objectives and contractual requirements
Manage cross\-disciplinary teams and task leads in Risk Management, Zero Trust, CDM, PAM, Threat Intelligence, BAM reporting, ISSO Services, and SOC support
Serve as the point of contact for all required deliverables including Project Work Plan, Monthly Progress Reports, Quality Assurance Plan, and Executive Briefing Materials
Maintain strong collaboration with CMS COR, GTL, and other CMS stakeholders through regular meetings, touchpoints, and contract status reports
Ensure timely and high\-quality submission of all project artifacts, adherence to performance metrics, and coordination across multiple sub\-teams
Provide direction and quality assurance for compliance with CMS Technical Reference Architecture, Acceptable Risk Safeguards (ARS), NIST RMF, and CMS IS2P2 standards
Oversee development of BAM dashboards and metrics reporting to enhance partner program integrity and support enterprise oversight
Coordinate task dependencies, identify risks and issues, and implement mitigation plans to ensure successful task delivery within Firm Fixed Price (FFP) constraints
Manage task transitions, resource allocations, and contract modifications when required
Represent RELI in executive briefings, senior leadership meetings, and strategy planning sessions with CMS stakeholders
Bachelor’s degree in Information Technology, Cybersecurity, Public Administration, or related discipline
10\+ years of experience in federal program/project management, with at least 5 years supporting CMS or HHS programs
Demonstrated success managing large\-scale cybersecurity or privacy programs with complex reporting and compliance requirements
Strong knowledge of NIST CSF, PF, RMF, FISMA, and federal privacy regulations (PII, PHI, FTI)
Experience managing projects aligned with CMS Acceptable Risk Safeguards (ARS) and other CMS/HHS guidance
Proven ability to lead and mentor cross\-functional technical teams including SMEs, engineers, analysts, and support staff
Strong communication, organizational, and stakeholder engagement skills
PMP or equivalent project management certification (preferred)
Preferred Qualifications:

Experience with CMS CCIIO, Marketplace systems, or ACA program oversight
Familiarity with emerging federal cybersecurity initiatives such as Zero Trust Architecture and Continuous Diagnostics \& Mitigation
Experience overseeing SOC operations and/or ISSO\-as\-a\-Service delivery models
Understanding of BAM analytics and data governance within healthcare or regulatory environments
Prior experience managing fixed\-price federal contract

The annual salary range for this position is $180,000\.00 to $200,000\.00\. Actual compensation will depend on a range of factors, including but not limited to the individual’s skills, experience, qualifications, certifications, location, other business and organizational needs, and applicable employment laws.
