Position Summary
Rockwoods is seeking a Full Stack Developer / Analyst to support federal financial management systems. The role requires deep experience with ASP.NET, Oracle SQL, and federal financial platforms — combining the ability to model financial data with the technical skills to build and extend the systems that produce it.
This role requires a Full Stack Developer / Analyst with 8+ years in ASP.NET (MVC/Core/Web API) and Oracle SQL/PL/SQL, with 5+ years directly supporting federal government financial management systems such as CGI Momentum, Oracle FBMS, or GFRS. The ideal candidate must bring hands-on financial analyst experience including obligations tracking, funds management, variance analysis, and period-end reconciliation alongside full stack development skills.
Key Responsibilities
Build and maintain ASP.NET applications (MVC / Web API / Blazor) supporting financial workflows
Write Oracle SQL, PL/SQL stored procedures, and packages for reporting and application logic
Develop RESTful APIs for system integration and front-end interfaces (JS/Angular/React) for dashboards
Analyze federal budget and accounting data; perform variance analysis, funds tracking, and obligation reporting
Automate financial reports from Oracle-based federal systems
Support month/quarter/year-end close, reconciliations, and audit readiness
Required Qualifications
5+ years ASP.NET full stack development (MVC, Core, or Web API)
3+ years supporting federal financial systems or operations
