Role Overview

This assignment focuses on guiding digital strategy and ensuring that technology supports organisational and societal goals. You will operate within the Business Operations domain and play a key role in the Agile Release Train (ART) for Technology \& Services. The role combines strategic information management with product management responsibilities, requiring strong leadership in a complex political-administrative environment.

What You’ll Do

Develop and maintain a forward-looking digital vision aligned with organisational priorities, social developments and technological opportunities.

Translate the vision into an actionable digital strategy and Business Transformation Plan for the organisation’s IT infrastructure and workplace technology.

Act as Product Manager within the ART, ensuring alignment, prioritisation and coherence across four agile teams.

Work closely with architects, Product Owners and team coaches to steer strategic direction and deliver high-value features.

Connect societal challenges, information needs and technological solutions across domains.

Strengthen digital governance and integrate compliance requirements (AVG, BIO, WOO, Archiefwet).

Drive innovation and challenge teams to continuously improve.

What You Bring

Proven experience developing digital/IT visions, strategies and transformation plans within government.

Strong knowledge of infrastructure, cloud, data and AI developments.

Experience with scaled agile environments.

Political-administrative sensitivity and strong communication skills.

Familiarity with architectural and compliance frameworks (NORA, GEMMA, Common Ground, BIO, AVG).

Strategic mindset, analytical strength and the ability to translate abstract ambitions into actionable plans.

Functieomschrijving

In deze opdracht geef je richting aan de digitale koers en zorg je dat technologie optimaal bijdraagt aan maatschappelijke en organisatorische ambities. Binnen het domein Bedrijfsvoering en specifiek de Agile Release Train (ART) van Technologie \& Services vervul je een rol die strategisch informatiemanagement combineert met productmanagement. Je beweegt soepel in een complex politiek-bestuurlijk speelveld en geeft leiding aan strategische keuzes.

Werkzaamheden

Ontwikkelen en onderhouden van een toekomstgerichte i-visie die aansluit op bestuurlijke prioriteiten, maatschappelijke trends en technologische ontwikkelingen.

Vertalen van deze visie naar een uitvoerbare i-strategie en een Business Transformatieplan voor IT-infrastructuur en kantoorautomatisering.

Optreden als Product Manager binnen de ART en sturen op samenhang, prioritering en koers van vier agile teams.

Samenwerken met architecten, Product Owners en coaches om strategische doelen te realiseren.

Verbinden van maatschappelijke opgaven, IV-behoeften en technologische oplossingen.

Versterken van IV-governance en waarborgen van compliance (AVG, BIO, WOO, Archiefwet).

Signaleren van kansen en stimuleren van innovatie en continue verbetering.

Ruime ervaring met het opstellen van i-visies, i-strategieën en BTP’s binnen de overheid.

Diepgaande kennis van infrastructuur, cloud, data en AI.

Ervaring met scaled agile werken.

Bekendheid met architectuurkaders en wetgeving (NORA, GEMMA, Common Ground, BIO, AVG).
