ABOUT STi

Strategic Technology Institute, Inc. (STi) supports national security missions across Engineering • MRO • Logistics • IT \& Cybersecurity • Program Control. STi is a minority-owned Small Disadvantaged Business (SDB) focused on delivering effective, flexible, and innovative solutions that help customers meet mission objectives.

POSITION OVERVIEW

STi is seeking a Full-Stack Software Engineer who can also cover PostgreSQL DBA responsibilities and DevOps / build-release support for the Analytical Visualization Toolkit (AVT) and Radar Obstruction Evaluation Model/Simulator (ROEMS) tool suite supporting NORAD \& USNORTHCOM J8/J84 mission analysis.

This is a hands-on delivery role: you’ll build enhancements, fix defects, improve performance, keep data repositories healthy, and ensure builds/releases are stable and repeatable in controlled environments. AVT/ROEMS integrates with a unique Modeling \& Simulation ecosystem (e.g., STK, and, as applicable, interfaces to AFSIM, MATLAB, ArcGIS, imagery/terrain products, and other Government tools).

PRIMARY DUTIES AND RESPONSIBILITES

Full-stack development \& sustainment

Implement enhancements, bug fixes, and maintenance updates to AVT/ROEMS applications.

Work across UI, backend services, and data layers (end-to-end ownership where needed).

Improve performance and reliability (profiling, optimization, regression prevention).

Participate in code reviews, design discussions, and backlog planning.

Database engineering (PostgreSQL)

Maintain and optimize PostgreSQL databases supporting AVT/ROEMS, including:

Schema evolution and migrations

Query tuning, indexing strategies, and performance troubleshooting

Data integrity checks and backup/restore procedures (as applicable)

Support data ingestion/extraction pipelines and analysis data requirements.

Build lightweight tooling for DB health monitoring and developer workflows.

DevOps / Build / Release

Maintain CI/CD pipelines (build, test, package, deploy/release) and Git-based workflows.

Automate repeatable processes (linting, testing, packaging, environment provisioning).

Enforce configuration and versioning discipline for controlled environments.

Troubleshoot build/deploy issues quickly and systematically to minimize mission disruption.

Quality \& documentation

Build and maintain automated test coverage (unit/integration/regression).

Document runbooks, build/release instructions, and developer onboarding guides.

Maintain strong configuration management practices to ensure reproducibility.

Optional scope (if exercised by the Government)

Support AFSIM interface integration or tooling support (as applicable).

Provide limited ATDN admin/technical support within scoped limits (as required).

MINIMUM QUALIFICATIONS

U.S. Citizenship required. Active DoD Secret clearance required at start (no exceptions).

5+ years software development experience with full-stack responsibilities

Strong proficiency with at least one backend language: Python, C#, Java, or C++ (and ability to work across multiple layers)

Strong PostgreSQL experience, including schema design/migrations, indexing, performance tuning, and SQL optimization

Practical DevOps experience: CI/CD pipelines, Git workflows, build/release automation, dependency management, and environment consistency

Experience supporting software releases in controlled customer environments with minimal disruption

Experience working on restricted networks (NIPR/SIPR-like environments) or similarly constrained environments

Experience modernizing legacy codebases and paying down technical debt incrementally

PREFERRED QUALIFICATIONS

Experience supporting defense analytics, Modeling \& Simulation tooling, or data pipelines

Familiarity with STK-based toolchains, GIS workflows, or analysis visualization platforms

Containerization experience (Docker/Podman) and/or infrastructure automation (Ansible/Terraform)

Experience with automated testing strategies that protect mission-critical workflows during refactors/releases

WORK ENVIRONMENT
