Job Description The Courts Service Sustainability Unit is based in Dublin and is responsible for Courts buildings nationwide. We are now seeking an additional energy engineer to join our unit. We have a significant pipeline of projects planned over the coming years and regular travel to Courts Service venues will be required. A blended work arrangement is anticipated, subject to satisfactory probation, between our Dublin HQ in Smithfield, Dublin 7, home office and site.

Overview

This role will require a building services or energy engineer, who has a detailed understanding of HVAC, Building Management Systems, renewable technologies, and energy efficiency. As this is an emerging unit, regular changes to roles and requirements and continual learning are anticipated - thus flexibility, adaptability and curiosity are a key requirement. Regular travel to Courts Service venues will be required, averaging to circa one day per week across the year. Responsibility for particular regions or cohorts of buildings may be assigned based on project needs, utility overview, unit agenda and our Climate Action Roadmap.

The Role

This is a technical role, and the advisor will provide support to the unit manager and other staff by carrying out site visits and reviews, colleague and stakeholder engagement, gathering and analysing data, proposing and implementing projects and actions, preparation of technical and contract documentation, 1SO50001 tasks, consumption monitoring and analysis, contractor management, financial and quality review, and ongoing tasks as required to assist in decarbonisation of the Courts Service.

Key Responsibilities

Duties may include but are not limited to:

Support the Unit Manager and other staff in delivery of Unit objectives.

Attend regular on and off-site meetings with colleagues, external technical partners, contractors, and record minutes.

Regular review of Courts venues at BMS interface. Initiate immediate remedial actions or works on BMS, informing service provider and ensuring repair.

Carry out on site BMS reviews and provide support and training to the service officers, caretakers on on-site staff.

Carry out energy site visits and systems surveys of Courts venues and translate output to opportunity register and action plans.

Maintain and update the utility analysis, energy database, register of opportunities and asset register.

Apply engineering and building service knowledge to energy efficiency problems; gather and analyse information; propose, prioritise and progress projects to cost, tender and site stage.

Review progress and quality on contractor works on site, review payment and financial reconciliation.

Carry out research on new and emerging energy solutions, document, and present findings.

Analyse trends and energy performance indicators. Investigate reasons for divergence and support corrective action.

Liaise with colleagues across the organisation.

Assist in preparation of annual SEAI M\&R and analysis of gap to 2030 targets.

Monitor and analyse venue utility bills and supplier granular data. Meet reporting requirements.

Prepare and present reports on energy performance on individual venue and regional basis.

Engage with stakeholders including external energy advisors, oversee monthly monitoring and statutory compliance.

Review CAD drawings, plans and carry out site measurements.

Assist in energy awareness campaigns and knowledge development internally.

Attend regular and ongoing training in relation to Climate action plan, monitoring and reporting, statutory compliance, unit targets and goals etc.

Essential Qualifications \& Requirements

A Level 8 degree in Building Services, mechanical or energy engineering or equal. Additional qualification to master’s level is advantageous.

A minimum of 6 years’ relevant work experience.

Full, clean driving licence and access to a car for traveling to court offices is essential.

Also, desirable:

Chartered Engineer status with Engineers Ireland, CIBSE or similar.

Certified Energy Manager qualification.

Additional controls/BMS knowledge would be considered an advantage.

Additional formal energy qualifications such as NDBER. DEC assessor or other.

Proficiency in CAD.
