Job Description

THE CHINESE MEDICINE HOSPITAL OF HONG KONG

The Chinese Medicine Hospital of Hong Kong (CMHHK) is a flagship Chinese medicine(CM) institution leading the development of CM including Chinese medicines (CMs) in Hong Kong. The CMHHK adopts a public-private partnership model. The HKSAR Government has financed the construction and selected the Hong Kong Baptist University as the contractor to incorporate the HKBU Chinese Medicine Hospital Company Limited as the operator to manage, operate and maintain the CMHHK.

The CMHHK is targeted to commence hospital services by phases at the end of 2025. The CMHHK aims to offer comprehensive CM care, ranging from primary, secondary to tertiary services, and promote advanced and specialised CM services. The CMHHK will pioneer integrated Chinese-western medicine (ICWM) services to cater to different patient needs. Inpatient, day-patient, and outpatient treatments and also community services will be offered by the CMHHK. Both Government-subsidised services and add-on market-oriented services will be provided to ensure accessibility and to meet the diverse healthcare needs of the community.

With a view to prioritising education, training, innovation and research, including collaboration with local and overseas universities to advance evidence-based clinical research and develop CM theories and clinical applications, the CMHHK is now looking for the following talent to join our team.

The CMHHK planning comes to commission stage II (Jan 2024- Dec 2025). During this stage, the Chinese Medicine(CM) Division in CMHHK starts to design the details of protocols for its clinical service, training, research and public promotion. The CM Division requires the following positions in commission stage II to support the evidence-based protocol drafting in the area of CM, ICWM services, training and research; to support the IT and application designs related to operations; and to coordinate the promotional campaign so as to increase public awareness of the missions of CMHHK and spread the CM culture in the community.

Analyst Programmer (26015)

Responsibilities:

Analyse, design and develop health informatics and data analytics solutions, supporting clinical, operational and management reporting needs;

Participate in data structure and data model design, including clinical, operational and administrative datasets, ensuring scalability, consistency and data integrity;

Work closely with clinical, nursing, operations and management users to collect, analyse and document user requirements, workflows, data definitions and reporting needs;

Translate clinical and operational requirements into functional and technical specifications, including data structures, interfaces and reporting logic;

Develop and maintain reports, dashboards, KPIs and analytical outputs to support service monitoring, quality improvement and management oversight;

Perform data validation, system testing, user acceptance testing (UAT) and quality assurance (QA) with a strong focus on data accuracy, completeness and traceability;

Conduct system, data and workflow assessments to identify gaps, inefficiencies and improvement opportunities in clinical and hospital information flows;

Document data dictionaries, data models, system configurations, interfaces and dependencies to support system maintenance, audit, compliance and knowledge transfer;

Collaborate with IT, clinical and operational teams to ensure data solutions align with hospital governance, patient safety and information management principles; and

Provide on-call support to urgent system or data-related issues and perform other duties as assigned by the Supervisor.

Requirements:

A bachelor’s degree in Computer Science, Information Technology, Information Systems, Health Informatics, Data Science, or related disciplines;

At least 6 years of relevant experience in application systems, health informatics, data analytics or information systems within complex organisations;

Experience in hospitals, Chinese Medicine clinics or healthcare settings, with exposure to clinical workflows or healthcare data, is highly preferred;

Solid experience in requirements gathering, user engagement and business analysis, particularly with clinical or operational stakeholders;

Hands-on experience in data structure design, data modelling and information architecture

Strong analytical skills with experience in healthcare or operational data analysis, reporting and dashboard development;

Proficiency in programming and data technologies such as Python, SQL, Java/JavaScript, relational and non-relational databases (e.g. PostgreSQL, SQL Server, MongoDB), and version control (e.g. Git, Tableau, Power BI, SAS, SPSS);

Experience with data validation, data quality management, system integration and documentation;

Good understanding of clinical workflows and processes, with the ability to analyze and optimize complex systems is preferred;

Knowledge of healthcare information systems and standards (e.g., HL7, FHIR, DICOM) is an advantage;

Strong problem-solving skills, attention to detail and sensitivity to data accuracy and patient-related information; and

Good communication skills with the ability to bridge clinical, operational and technical teams, translating user needs into effective and practical IT solutions.

Work location: The Chinese Medicine Hospital of Hong Kong in Tseung Kwan O.
